In 287 sampled award notices that report bids, the median contract received 2 bids, and 49% received only one bid.
32% of awards that state the winner's size went to small and medium-sized companies (SMEs), and 2% went to a company from outside Spain.
Price was the only award criterion in 75 of 276 awards that list their criteria; across all of them, price carried a median weight of 50%.

Counts are contract notices on TED (Tenders Electronic Daily, the EU's official journal for public tenders) from buyers in Spain, classified under CPV division 48 (licensed software, information systems and software maintenance). They cover tenders above the EU thresholds and those buyers chose to publish on TED; smaller national tenders are not counted.
