In 264 sampled award notices that report bids, the median contract received 8 bids, and 10% received only one bid.
70% of awards that state the winner's size went to small and medium-sized companies (SMEs), and 1% went to a company from outside Italy.
Price was the only award criterion in 46 of 143 awards that list their criteria; across all of them, price carried a median weight of 25%.

In practice 1% of sampled awards in this market went to a company from outside Italy, often through a local partner or subsidiary.

They cover tenders above the EU thresholds and those buyers chose to publish on TED; smaller national tenders are not counted.
